Origin of the Christian Baptist
In the year of 1931, it pleased our Lord to awaken persons in the Ohio Valley to the fact that in these last days, the banner of our Lord and Savior Jesus Christ needed to be held high and that the Gospel of Christ crucified was needed to be preached in its purity.
On January 3rd, 1931, the following ministers met at the North Moreland Church, Portsmouth, Ohio: Van B Williams, William Williams, S.P. Creech, C.A. Wright, A.L. Baldridge, Hollie Conley, J.F. Sparks, Floyd See, H.H. Perkins, Robert Meenach and F.R. Kitchen. Rev. Van B. Williams was chosen as moderator pro tem and proceeded to call the meeting to order. A presbytery was selected with Van B. Williams, moderator; J.F. Sparks, Clerk; and Hollie Conley, assistant clerk.
Rev. John Kemper and Rev. James Upton of the Scioto Yearly Conference of Free Will Baptists, and W.A. Hay of the Enterprise Association of Regular Baptists assisted in the work of the organization.
The Articles of Faith, Constitution and Rules of Decorum, which had been prepared, were read before the body and unanimously accepted. The moderator appointed J.F. Sparks and Hollie Conley as a committee on credentials, also S.P. Creech, William Williams, and C.A. Wright as a committee on arrangements.
Firebrick Chapel, Firebrick, Kentucky; Westwood Mission, Ashland, Kentucky; Mabert Road Church, Portsmouth, Ohio and North Moreland, Portsmouth Ohio were accepted into the organization. The association being now permanently organized, the following officers were elected: Van B. Williams, moderator; William Williams, assistant moderator; Hobart Day, clerk; and J.F. Sparks, assistant clerk.
The name of the association was then discussed and it was decided it would be known as the Ohio Valley association of Christian Baptists.

We resolve to do our best for the churches, and the cause of Christ and His Kingdom.
We resolve that all our churches select as many of our own preachers for revivals, and also give our young preachers opportunity to visit our churches in order that we might help and encourage them.
Also, we advise that the Executive Board, if possible, select the Evangelist for the camp meeting next year.
We also advise that our churches keep up the good work in giving support to our camp ground.
We express our thanks to the camp meeting committee for their fine work on the grounds and the women who have worked in the kitchen.
We noticed in so many of the letters that a great number of our people had gone to be with the Lord and for these we wish to extend our sympathy, trusting the Lord will comfort each and everyone.
May the Grace of the Lord Jesus Christ bless us all until we meet again.
Signed Committee:
Rev. E. A. Lewis, Rev. Ed. Hayburn, Rev. Alonzo Ferguson
(c) Committee on Rules: We the Rules Committee, recommend to improve and to shorten our method or custom of handling business at the beginning of our association, we recommend that we abolish the custom of reading the statistical letters of each church. Instead, have our Clerk send each church its letter and then each church in turn send back to the clerk of the Association their letter and if the Clerk finds that the church has compiled with Rule No. 1 of the Rules Committee of 1956, he shall in turn acknowledge to that church in writing that they are considered in fellowship and are looking forward to meeting them in fellowship in the Association. Then when we gather and roll call is given each church present answers and we are ready for business without further letter reading and the churches whose letters are not in, shows they are out of fellowship until such a time when their letter is received.
That our moderator ask for volunteers or appoint a committee of at least three or more to formulate plans for a Missionary Program within the Christian Baptist Association and the committee work out a program and submit it to the Association for approval or disapproval next year.
That any church in electing their pastor, the Official Board shall nominate one and the congregation have the right to nominate two, if not satisfied with the one of the Board's finding, and shall not elect a minister outside of the Association.
That these rules be put in our Minutes every year so our young pastors can familiarize themselves with these rules.
Any pastor moving from one church to another to pastor, he or she shall have the right to ask for a letter for themselves and their companion and take membership in the church they pastor without any reflection on their lives whatsoever.
That any church in which the official board does all the business and does not let the church vote on business that comes up, conducting business in such manner is not valid, but void. Any church at anytime, when a member does not agree with the official board, they have a right to object to the board's finding and the matter shall be put before the congregation and a vote taken and the majority rules.
Any matter of importance coming before the church for vote must be announced twice from the pulpit or notified in writing, allowing sufficient time for the laiety to familiarize themselves and pray over it.
Reinsertion and Correction of Rule from 1956 Association: "we recommend that each church shall give 5% of their income to the Association each year, same to be paid quarterly, failure to do so will indicate the church no longer desires fellowship with the Association and will deprive the church of a vote in the next Association and church shall be considered out of fellowship until said 5% be paid."
"We recommend that the Official Board of the Association shall determine how and for what purpose the 5% received from the church shall be used."
Moved and seconded and adopted by unanimous vote.
Rev. F. E. Veach, Rev. Virgil Conley, Rev. Wayne Sturgill.
5. Letters of Correspondence: Received a letter for the Kentucky Christian Holiness Conference, presented by Rev. Delmore Cooper, visiting delegate. The requested a visiting delegation from our association.
